It was made by The Engineering Department EMI Technology Inc. in the mid seventies. A company called SE labs from from Nottingham or Hayes (middlesex) made a tape recorder called the SE 4/7 as well as UV recorders. EMI bought SE labs and called it EMI (SE Labs) and made the SE 7000, SE 9000 and the SE 3000 tape recorders. Thorn bought EMI and changed the name to Thorn EMI Datatech who continued to make the tape recorders until Thorn sold off datatech in the mid eighties.
