The modern Flute was invented by William Boehm because he felt the need to innovate the Chinese flute, which was popular in Europe, but was a very imperfect instrument. For example the wood it was constructed from was prone to expansion and contraction, as well as mold and succumbing to the elements. The Chinese flute also did not have consistent pitch.
As for the earliest example. the Divje Babe flute is a 43,000 year old cave bear femur pierced by spaced holes that was found at the Divje Babe archeological park located near Cerkno in northwestern Slovenia. The artifact was the product of Neanderthals. The purpose can only be imagined - magic, signaling, music or the first teens to annoy their parents.
