Nobody MADE the Inca. The Inca were "created." Their story is that the Inca King sent his wife and father to walk across the land with a staff. Wherever the staff would land, that is where the people would settle. After a thousand years or so, the Spanish came along and took all of their gold and llamas and killed almost all of them.
