here is how the story goes: scrooge mc duck (donald duck's uncle) wanted to invent something so amazing it would change the course of toon history. so he decided he would use his money to create such a device. the prombelm is that when he was creating it he slipped on a banna peal while he was holding a pencil and some documents. it went right into the robot, and when they turnde it on it went bazaar and started saying "whap we whap" and made all the inventors sad. this cog ran away, and kidnapped scrooge mc duck. long story short, scrooge mc duck is the creator of the cogs, wjich is why you never see him in toontown

p.s. the cog he created might be the chairman
