1948 Zionist never attacked Palestine; there were always Zionistic Jews in Israel. Palestine is just a name the British made up for the area; Zionist obviously couldn't have attacked it in 1948. Israel declared independence and most of the Arab countries attacked it.

Some decisions require all countries to agree, so one country could prevent that decision being made at all. In other cases a country may not agree with a decision, but because it is one made on a majority vote, they will go along with it. Countries can also get opt-outs on certain decisions, or be given more flexibility in how a rule is being applied compared to other countries, because they have different situations. So it isn't a case that every decision has to be accepted by all countries and have the exact same conditions applied to everyone. Each country is different and so that is reflected in a lot of the decisions that are made.
The Palestinian Territories are composed of two non-touching pieces, the Gaza Strip and the West Bank. However, each of these is considered to only be part of the country. Palestine is not like the United Kingdom where the nation is made of several constituent countries.
