Pop-Art was an art movement in the United States and Britain in the 1950s and 1960s, and as such, there was not one specific Pop-Artist. Pop-Art also encompassed a range of media from painting, to collage, to sculpture, etc. Some famous Pop-Artists were:

However, Andy Warhol certainly appears to be the most popular at the forefront of the art movement called "pop-art". Although he followed Roy Lichtenstein, among others.
It appears to be in the same time line as commercially available acrylic paint.
Andy Warhol and Lichtenstein are part of the American pop art movement, the European movement was a few years before them. Pop art, is also closely tied to advertising, for products. Cambels soup for example, etc. Their style can be found in the history of art, but the popularity is missing from the historic works. I guess it's also a culturial movement that accepts this as art, and the writing it down in history books that also ties the term to a period.
