AnswerBetsy Ross was an upholsterer and flagmaker working in Philadelphia in the 1770's. There is no metion of Ms. Ross in connection with making the first flag of stars and stripes until nearly one hundred years later. Her grandson claimed in 1870 that Betsy was asked by George Washington to make the first flag of 13 stars and 13 stripes. There is no historical evidence to support this claim. However, it is logical that Philadelphia would have been where the first stars and stripes flag was made because that was the capitol of the new nation, and it was an important seaport. However there were other flagmakers in the city at that time who could have made the first flag.

New Jersey congressman Francis Hopkinson claimed to have desiged the US flag as he submitted a bill to Congress for that design effort, among others. Congress did not agree that Hopkinson should get paid for this since it was considered within his duties as a Member of Congress. Betsy Ross
