Look into The Bible in the book of Acts Chapter 2.
You will find the disciples of Jesus received the Holy Spirit on the day of pentecost.
You will see that when asked what was going on by people that were in the city, Peter a disciple of Jesus stood up with the other disciples and told the people what was happening.
They also told them what they to needed to do to be saved.
So though Jesus told the disciples what to do, it was Peter who preached the 1st lesson on salvation. This is where "pentecostal" belief started.
Pentecostal is a denomination of the Christian religion, it is not a religion itself. My father is a Pentecostal minister and I grew up going to Pentecostal churches. No foods are prohibited in the Pentecostal church. I think the only religion that prohibits certain foods are Judaism and Islam.
It varies some in different pentecostal denominations, but decisions are usually made by the church elders, the church board, and/or the pastor.
