The Madisonian Model distributes the powers of federal government. This keeps more major factions from having to much control or influence over the government
While there was a loose form of federal government under the Articles of Confederation, each state was essentially a country unto itself. The states had their own governments that made their own rules and instituted their own taxes, and national law had little to no effect on these tiny countries.
The European powers wanted control of the vast natural resources of Africa. To be in actual control of the government was not a motivating factor but this was needed in order for one European country to keep other European countries out.
One major use of government fiscal policy is to allow the government to control its own spending on programs.
