I can't say for the whole line, but I just bought the Portman sleigh bed and all pieces (rails as well as foot/headboard) were stamped as "made in Vietnam" with the vendor name "Chan Kiet Corporation" as the only third-party company listed. That should be pretty current info as they were also all dated 2010 manufacture. I would expect this manufacturer applies for most/all of the pieces in the bedroom collection as they utilize the same basic frame design. I don't know about the Portman dining collection, though, so that may be different.
Btw, if you were considering purchasing any of the Portman set, I would recommend doing so ASAP - when I placed my order a few weeks ago, the sales assistant at the RH store told me the company was in the process of phasing out that whole collection... so when the existing stock is gone, that's probably it. AFAIK all of the dining room stuff has been discontinued for a while now, and some pieces from the bedroom line are already sold out; however, as of typing this, all 3 styles of Portman beds are still in stock (2 on sale) and several dressers/nightstands.

Depending what era of Restoration Hardware you are referring to it would be either Michael's Furniture - owned by Restoration Hardware. More recently various vendors create furniture that is all designed and produced specifically for the company
