This is an Australian company, Optical Prescription Spectacle Makers, that sells eyeglasses (spectacles).
A shop that sells spectacles is usually owned/partly owned by an Optometrist. It can be called an Optometry Practice, an Optical Dispensary or an Opticians etc. There are also online shops where you can purchase spectacles, sunglasses and contact lenses. I suppose that these would be called an online Optical shop/store.
