The best tiller is really a vague question, it really depends on your application. The size of your gardening or landscaping chores determine which type of rototiller you will need. For the toughest soil, you will want a dual rotating, rear tine tiller. The tines rotate in both direction, providing the deepest, most powerful action. Once you decide which kind of tiller you need, you can than move onto brands. For cultivators, Mantis is regarded as top notch. They are made in the USA with high quality parts and features. They usually run in the $300-$400 range. For a larger garden tiller, Troy-Bilt is an industry standard. They have many styles with a wide price range, from about $1500-$2500. Their "Horse" model is a very heavy-duty, dual rotating rear tine tiller. It is very popular and has been around for a long time. It has multiple speeds, a cast iron transmission, and large 12" tines to dig deep. If you are looking for something a little lower in price, Husqvarna is also a very popular brand. The DRT900 series is a great dual rotating, rear tine tiller. There are three varieties, a standard model with a Briggs & Stratton engine, an electric start model, and a model with a Honda engine. These sell for about $700-$800.

Not sure what you mean by "the rope does not reach the start of the compression cycle". Maybe the pull-cord is too short and does not spin the flywheel fast enough or enough times to get the engine started. If the tiller is brand new, it's probably under warranty - take it to where you bought it for repairs. Trying to repair it yourself may void the warranty - better to let a professional work on it.
