OPI was the company that "reintroduced" crackle polish, but now every nail polish company makes it. It is very easy to make: take regular nail polish and put some alcohol in it. There's already a solvent called ethyl acetate in nail polish. Alcohol and ethyl acetate evaporate at different rates, and this causes the paint film to crack. This would normally be bad, but with crackle nail polish it's the whole point of doing it.
