Harappa indicate that they were part of a unified government with extreme organization. the cities were constructed of the same type and shape of bricks as Mohenjo-Daro. Evidence suggests that this civilization did not have social classes. Remains of palaces or temples in the cities have not been found. No hard evidence exists indicating military activity; it is likely that the Harappans were a peaceful civilization. The cities did contain fortifications and the people used copper and bronze knives, spears, and arrowheads.Stone sculptures carved in steatite, limestone, or alabaster depict a male figure who may have represented a god. Very few bronze figures have been recovered.
The Epic of Gilgamesh comes from Mesopotamia, most likely the Sumerian period around 3000BC.

Not likely. Modern civilization first arose and developed greatly in Europe. Without Europe civilization would most likely slowly disappear.
We have no way of knowing, as this was likely a common occurance prior to established civilization , when man indulged his animal instincts without restraint. Also, throughout history, there have been libertines who lived outside of society's rules.
A structured, established rule by some 'authority' is likely a state.
