In Illinois, the General Assembly has the authority to propose amendments to the state constitution. However, for an amendment to be adopted, it must be approved by a three-fifths majority vote in each chamber and then be approved by the majority of voters in a statewide referendum.

The President can not change the US Constitution. He can not propose amendments not does he approve or disprove proposals for amendments. (He could come out for or against a proposed amendment, but it would only be an opinion.) Not amendment were ratified or proposed by Congress while Adams was in office.
The people do, with a 3/4 vote by states, if by approve you mean pass into law. The congress has no say in ratification, and neither do the president or the supreme court. The people made the constitution, and only they can modify it.
