In 1919, the Irish Republic was formally established by an elected assembly called Dáil Éireann. The Irish Volunteers were the fighing group. The Dáil Éireann renamed them the Irish Republican Army. After the Anglo-Irish Treaty in 1921, supporters of the Treaty formed the National Army while the anti-treaty forces continued to use the name Irish Republican Army.
There have been many groups since then that have re-used the name.

He didn't really found it.. just reorganized the existing structures. The name Irish Republican Army was coined in January 1919, and consolidated structures left over from the previous Easter Uprising of 1916.

During Irish History there have been a number of groups that used the title IRA. The first IRA can date itself back to 1913, known then as the Irish Volunteers, and took the name "Irish Republican Army" in 1919. It is now often referred to as the "Old IRA". Since then there have been splits which have led to groups using "IRA", including: The Provisional IRA (PIRA), founded in 1969 and best known for paramilitary campaigns during the 1970s-1990s; The term 'IRA' is almost always now used to when talking about them, but there are others. The Official IRA was the remainder of the IRA after the Provisional IRA split away in 1969. They are now inactive in the military sense. The 'Real' IRA, and The Continuity IRA were 1990s breakaway from the PIRA.
The main group which has attempted to reunify Ireland by force since 1969 is the Provisional Irish Republican Army. However they are often referred to simply as the Irish Republican Army or the IRA. Which Irish Republican Army? The IRA under Michael Collins had the goal of securing the independence of Ireland from Britain, and establishing Ireland as a Republic. The Provisional IRA, Continuity IRA, Real IRA, Irish National Liberation Army, etc. had the goal of trying to force the six counties of Northern Ireland into a union with the rest of Ireland. It should be noted the majority in Northern Ireland remain opposed to union with the Republic of Ireland, and that talk of a "reunified" Ireland is utter nonsense, as Ireland was never unified to begin with.
The Irish Republican Army (IRA) were a paramilitary group with the goal of freeing Ireland from British rule. They originally formed in 1913, under the name "The Irish Volunteers," in response to the Ulster Volunteer Force's creation in Northern Ireland (which was intended to help prevent the Home Rule - a document trying to let Southern Ireland vote on their own taxes) They officially became the IRA in 1969.

Up the 'Ra has nothing to do with the Egyptian god Ra. 'Ra is an abbreviation for the IRA. Mostly used is in Irish Republican songs, slogans or catch phrases simply because in that context Ra sounds a hell of a lot better than just shouting the name 'Ira' and Irish Republican Army is a bit of a mouthful.
