In order to get ho-oh you need the rainbow wing and it is possible to obtain in soul silver. There is an old dude in pewter city who gives it to you. If you did not get to pewter city however, I can tell you how. First you go to lavender town and go into the radio tower. Talk to the guy standing next to the white table under the window. He upgrades your pokegear so you can listen to more radio shows. Now go to the entrance to diglett's cave and there should be a sleeping snorlax in front of the cave. Go to your pokegear and move the dot to the top of the circle and it will say poke Flute, then press "a" on the snorlax and it should wake up. Battle it- it is level 50- then go through the cave. After using cut on the tree you should keep going up to get to pewter city.
