From the pilot episode where they are travelling to Farpoint station Picard is already in command, no one transfers this command to him, we have to assume that he was already assigned the vessel by Star Fleet command prior to the Stardate being depicted in the first show. In the final episode "All Good Things", Adm. Sati (spelling?) gave Capt. Picard the assignment as captain, as read in the orientation ceremony.

There were a variety of vessels with this name in the Star Trek Universe. The first space vessel was the experimental Enterprise NX-1 under the command of Jonathan Archer who's father was a friend of Zefrom Cochran and helped him develop Warp Drive. The Second was the Constitution Class Enterprise NCC-1701 under the command of James T. Kirk on a five year exploration mission. Shortly after being promoted to Admiral, Kirk took command of the refit of the same ship which he eventually destroyed as a means to save his comrades. As a result he was demoted to Captain and given command of the Constitution Class Enterprise NCC-1701 A. After that vessel was decomissioned after the Khitomer Treaty Kirk retired. He briefly came back to witness Captain Harriman's assignment to the Enterprise NCC-1701 B. In what should have been a simple trip around the Solar System Kirk was apparently killed by an unknown energy ribbon. There also was an Enterprise NCC-1701 C but it is never mentioned much in the series. Jean-Luc Picard was in command of the Galaxy Class Enterprise NCC-1701 D which was on a continuing mission of exploration. This ship was destroyed in a battle against a renegade Klingon family seeking to reconquer the Klingon Empire. Picard was given command of the Sovereign Class Enterprise NCC-1701 E which played a variety of crucial roles in Starfleet history including fighting the Borg, witnessing the Vulcan-Human First Contact in 2063, insurrecting against Starfleet, and negotions with the Romulans. At some unknown time The Enterprise D was decomissioned. What we do know is that the Enterprise went at least all the way up an Enterprise NCC-1701 J in the distant future. This Enterprise had Xindi aboard as crew members. This future proved to be unrealised however when the Romulan renegade Nero reset the timeline back to the 23rd century before this could happen.
