Jinjur, who leads an all-woman army of revolt, overthrows the Scarecrow as Ruler of Oz in 'The Land of Oz'. The Scarecrow is considered the legal ruler, because he's chosen by his predecessor, and accepted by Emerald City residents, as the successor to the Wizard. But physical power is on the side of the revolutionaries.
Nevertheless, the revolt is short-lived. Ultimately, Glinda the Good replaces Jinjur with Princess Ozma, who is the rightful heiress to the throne of Oz. The Scarecrow remains the private citizen that he becomes once he loses his royal job.
After the Wizard left Oz, the wise Scarecrow was made ruler of all Oz.

Life as a private citizen is what happens at first to the Scarecrow after he stops being Ruler of Oz in 'The Land of Oz'. In this second book of the Royal Histories of Oz by Lyman Frank Baum [May 15, 1856 - May 6, 1919], the Scarecrow is forced to give up his royal responsibilities. But readers find him in a different job at a different location three books later, in 'The Emerald City of Oz'. In this sixth book of the Royal Histories of Oz, the Scarecrow becomes a highly successful corn farmer in the Yellow Country of the Winkies. He even lives in a house that looks like an ear of corn.
The Scarecrow in The Wizard of Oz is an excellent choice as ruler of the Emerald City, because he combines quick wit with keen intuition, he remembers to listen to his heart, and he is fearless of everything except a lighted match.
Oz takes the form of a beautiful Lady before the Scarecrow.
