Home owners pay 10-20%, tha bal is covered by Mikes foundation, and contributors.
During an interview with Mike in March of 2007, he indicated that those he helps pay about 10-20% of what it costs him to make the repairs. He wished he could do it for free, but the contractors he uses need to get paid, though he squeezes everything he can out of them. He mentioned that if there was ever time he could afford to do it for free (so that everyone was taken care of), that he would. It's now 2 years later, so maybe he does now.

According to Mike Holmes, much of the show's labour force volunteer their time (I imagine being seen on a nation-wide TV show offsets any lost wages) and they receive a lot of products through sponsors and whatnot. The home owners pay some, insurance covers some or if they run out of money, the show covers whatever is left. Of course, it's obviously far, far cheaper than getting a regular contractor since so much time and materiel is donated.

The Holmes Foundation is a charitable foundation that supports the training of youth in the skilled trades, through apprenticeships, scholarships and bursaries in Canada. Mike Holmes runs the foundation through donations and sponsorship and uses the examples seen on his shows (which are also used with in advertise times) to train apprentices. There is a reported 2 million skilled short fall in Canada and using the foundation Mikes mission is build it right - first time.

You need to review the document that originally created the right of way to see if that issue was addressed in the original grant. If maintenance wasn't addressed the owner of the land is under no obligation to make repairs. You should consult with an attorney who can review the grant of right of way and any statutory rights and obligations that may address your situation. You may need to negotiate an agreement with the owner.

Administers it. Repairs the roads, funds the schools and pays the teachers, collects the rubbish, etc, etc.
The estate pays the probate attorney. The amount will depend on the agreement the executor makes with them.

The executor is responsible for maintaining the value of the estate. That includes insuring that repairs and maintenance are done on the property. Until the property is transferred to the inheritor, it is the responsibility of the estate.
