It varies. In some cases, it is part of the budget allotted to each president for entertainment, travel, vacation, etc. If a president chooses to (or needs to) spend more, then he pays for that and reimburses the US Treasury.

The money comes from that, did you know Donald Trump is the account holder?

Also the Republican party funds the Democrats because the tax breaks Bush implemented made the FAT CATS so rich.
