In Act 2, a very simple one: get Juliet to meet us at the church this afternoon and I'll marry you. In Act 3, he tells Romeo to sneak into Juliet's bedroom for a night of unbridled passion (this much was the nurse's plan already), then go to Mantua and wait "till we can find a time to blaze your marriage, reconcile your friends, beg pardon of the Prince and call you back." Just how the Friar plans to accomplish all this he does not make clear, since he probably doesn't have a plan for the long term. His short-term goals are to keep Romeo from killing himself and from being caught by the law.
