Most Storm drains run directly to a body of water, including the ocean. Everything that goes in there, comes out the other end, unfiltered. So every time it rains, all the stuff on the ground gets washed into the ocean. The most common things that get washed down there are soap from washing cars, fertilizers on lawns, the oil and gas that leak out of your car and dog waste. So clean up after your dog, don;t wash your car in the middle of the street, make sure your car isn't leaking and don't use fertalizers on your lawn.
