The Easter Rising was not published. What you may be referring to is the Proclamation of Independence. It was issued by the Irish Volunteers and the Irish Citizen Army. It was read by Padraig Pearse at the GPO in Dublin on the 24th of April, 1916. That was Easter Monday. There were seven signatories: Thomas J. Clarke, Seán Mac Diarmada, Thomas MacDonagh, P. H. Pearse, Éamonn Ceannt, James Connolly and Joseph Plunkett.
