In a communist regime there are no Non-Communist political parties, no privately owned businesses they are all state owned and all income goes to the government.
Under socialism the "businesses" are out and out owned by the government. Under fascism, the "businesses" are in theory private, but are controlled and licensed by the government. All governments to a certain degree have fascistic elements, as no business can be in business without complying with a variety of regulations, licenses and taxes.
Basically, under a fascist government, businesses are owned by the citizenry, but the government dictates all business practices e.g., hours, prices, wages, products or services, etc.

Cuba does not have a federal government system. The country of Cuba is run by a communist government under the rule of a dictator.

The Bolshevik Party (later called the Communist Party) under the leadership of Vladimir Lenin established a "communist" government in Russia during World War 1. Strictly speaking, they established a socialist government, but they referred to it as a communist government.
