Agustin DE Iturbide (1783-1824) was such leader. He had the last Viceroy sign the Declaration of Independence, and the treaties of Cordoba, and became Mexico's first Emperor, his remains are in Mexico City Cathedral. By the way the last Viceroy was Irish, John O donuhue.
There were three of them:
Venustiano Carranza was assassinated on May 20, 1920 and Adolfo de la Huerta took over as interim president for the following six months, until elections were made. Then Alvaro Obregon became the new elected president of Mexico on December 1, 1920.
At the time, Mexico was an overseas territory of the Spanish Empire; it was known as the New Spain and was led by a viceroy. During that year, the appointed viceroy was Martin de Mayorga (term: 1779 - 1783).
Mexico was ruled by Spain in 1792, so Charles IV of Spain would have ruled it.
After the end of the independence war, Agustin de Iturbide became emperor of the 'Mexican Empire'.
Spain did. The last governor/viceroy of the New Spain was Juan O'Donoju (1762-1821), who was forced to resign from his position on September 28, 1821.
