When the Jews realised that Britain was moving towards granting independence to the Palestinian Mandate on a democratic single-state basis, the Jews began a program of terrorism designed to drive Britain out of Palestine. Britain handed the 'problem' over to the United Nations, which initially favoured a division that provided approximately equal shares of the land to each side.

The Ottoman Turks and before them the Mamulukes and before them the Crusaders and before them the Seljuk Turks and before them the Abbasid Arab Caliphs and before them the Byzantines and before them the Romans and before them the Jews.
The British Empire. After the defeat of the Ottoman Empire (Turkey) in WW1 the British took control of Israel. I don't want to be picky, but Israel did not actually exist as a state till 1948. Palestine & Transjordan were under British rule (as League of Nations "mandates" after 1923) from 1917-1948.
The Ottoman Empire had, for hundreds of years. The Sultan was in Istanbul, and the Empire centered in modern Turkey. Palestine was a sparsely populated provincial backwater. The provincial capital was Damascus, capital of today's Syria. Most of the land was owned by Ottoman favorites, who were absentee landlords living in Damascus or Istanbul. What resident Arabs there were (today's "Palestinians") were tenant farmers, who had been induced to give up the nomadic like and take up lowly farming in the 1700s. A major source of income was the dung trade. Beginning around 1850 the Zionist Movement developed, with Jews returning to Palestine, buying land from the absentee landlords. As owners, instead of mere tenants, the Jews had greater incentive to improve the land.

A lot of different reasons. One big one is that the British, who controlled what was then Palestine, passed a law shortly before the war began that kept Jews from moving there.
