I can't find any indication that anyone has ever said this. It sound vaguely like the punchline of an old joke, that goes something like this:

A politician is attempting to impress someone he thinks is a constituent. He asks what the baby's name is. He's told it's . He says "My, what a fine name." The person says "Actually, we're ." The politician, to cover up his embarrassing faux pas, says "What a prodigy! So young, and already a ."
