I can't find any indication that anyone has ever said this. It sound vaguely like the punchline of an old joke, that goes something like this:

so young is 'si jeune' in French.
The Romanian language equivalent is Îţi place româna mea ?.
He is half Romany (Gypsy), so he may be half Romanian.
Grup de ofiţeri is a Romanian equivalent for 'a group of two or more Romanian officers'. So the Romanian is like the English in this regard. Neither language requires special vocabulary to convey this information.

The equivalent of You look so beautiful today in the Romanian language is Astăzi arăţi aşa (or atît) de frumoasă ! (for a man: frumos).
Both languages (French and Romanian) have evolved from Latin.
E?ti foarte frumoas? is a Romanian equivalent of 'You're very beautiful'. That's what's said to a 'beautiful' female. To a 'beautiful' or 'handsome' male, the word becomes 'frumos'.
