No. He did not. Protagoras was the first Sophist and believed in skeptism, but unlike Socrates believed in the validty of only relative truth. Any truth needed a believer. Objective truth did not exist. Man is the measure of all things, and anyone presenting an absolute truth or objective truth is to be doubted.
The dictionary defines truth as the true or actual state of a matter, while defining honesty as being honourable in principles, intentions and actions. One can be truthful in what they say, but not honest in their intent. For example: "Do these jeans make me look fat?" "No, the jeans don't make you look fat!" (The responder is telling the truth, it's not the jeans that make the wearer look fat. But if they were being honest they would have replied, "No, the jeans don't make you look fat - it's just you that's fat!")
St. Thomas presents truths as an adequation between the intellect and a thing. His best exposition of this is in his Disputed Questions on Truth De veritate). Most importantly, he develops a notion of truth of being (ontological truth) along with truth of the intellect (logical truth). - From John F. Wippel's Truth in Thomas Aquinas. See links below.

A truth that's told with bad intent Beats all the lies you can invent Quote from William Blake
William Blake
She didn't invent anything. She was a brilliant speaker who worked endlessly for the rights of African-Americans and women.
In law an act is malicious if done intentionally withoust just cause and excuse so long as you believe the truth of what you say and not reckless so malicious intent is a more serious charge as malicious already contains intent so malicious intent is the act of being malicious with the intent to kill as it is worded here as malice needs intent to be deemed as malicious
