They are similar because they worship eachother and they are part of the trinity. They are different since their functions are different and vishnu takes mortal form. Also they have different wives. There have been debates about which one of them is stronger but there was a story that cleared this. One day sati, shiva's first wife, killed herself since her father daksha made fun of shiva. Shiva got pissed and created veerbhrada. Daksha ask vishnu for help but vishnu said if he and shiva were to fought with their destructive powers, the whole universe will be reduced to nothing implying that they are equally matched in power
