Gold is said to be noble metal because it is unreactive and does not react with either oxygen or water.
Noble gases are, for all intents and purposes, unreactive - there are a few noble gas compounds but you have to really work at it to convince noble gases to form bonds. Fluorine is an extremely reactive gas, hence it is not a noble gas. It is a halogen - the most reactive halogen of them all.

All noble gases are monatomic and exist as individual atoms.
The noble gases are elements with their valence band completely full of electrons: for helium this is 2 electrons, for all other noble gases this is 8 electrons. Because their valence band is already full they do not normally participate in chemical reactions.
