Jesus.
See Matthew 19:26.
God can even do an impossible thing such as admitting a rich man into his Kingdom.
Matthew 19:26 Looking them in the face, Jesus said to them: "With men this is impossible, but with God all things are possible."Mark 9:23 - Jesus said to him, "If you can believe, all things are possible to him who believes." [NKJV]
In the King James Version... The phrase "all things are possible" occurs 4 times.... * Mat 19:26 But Jesus beheld them, and said unto them, With men this is impossible; but with God all things are possible. * Mar 9:23 Jesus said unto him, If thou canst believe, all things are possible to him that believeth. * Mar 10:27 And Jesus looking upon them saith, With men it is impossible, but not with God: for with God all things are possible. * Mar 14:36 And he said, Abba, Father, all things are possible unto thee; take away this cup from me: nevertheless not what I will, but what thou wilt.
Bible verses that say all things are possible with God are:"I can do all things through Him who strengthens me."-Philippians 4:13And looking at them Jesus said to them, "With people this is impossible, but with God all things are possible."-Matthew 19:26
It was said at least thrice (to my knowledge and findings) by Jesus Christ. [In the gospels of Matthew 19:26, Book of Mark 10: 27, and Book of Luke 18:27]
No the bible does not mention this at all.
Mark 9:2423Jesus said unto him, If thou canst believe, all things are possible to him that believeth. 24And straightway the father of the child cried out, and said with tears, Lord, I believe; help thou mine unbelief.

The Bible verse says that God knows all things, including our thoughts and actions.
The verse you refer to is: Philippians 4.13. I can do all things through Christ which strengtheneth me. The meaning of this verse is well explained by the previous verse: Philippians 4.12. I know both how to be abased, and I know how to abound: every where and in all things I am instructed both to be full and to be hungry, both to abound and to suffer need.
By completed if you mean the first Bible to have all that is in it now, by the numbers in the chapters, and verses, and all the content of the words, then the first Bible to have all of those things was the Geneva Bible. 1560
