The founding fathers created the idea of the veto.

There is no other word for it- it is a vetoed bill and does not become a law unless Congress overrides the veto by passing it again with a 2/3 majority. If Congress does not override the veto, the veto is said to be sustained.
The term is often applied to a "pocket veto" meaning an indirect veto, which involves an executive holding a legislative bill until it is too late to return to the legislature as refused (vetoed). In the more generic sense, an automatic veto is one that is expected or assured by previous uses of the veto power (as in the UN security council). Similarly, a bill passed by a state legislature against the express wishes of a governor can be said to face an automatic veto. (see related question)
Veto is a word for rejecting a specific action. It is usually performed by a chief officer who has the power to override a committee's proposed action. "The President threatened to veto the Congressional bill if it was not changed."The governor wants to veto the bill. The senate will override the veto.
'Are you ok, hun? You seem very down?' is what I said.
