Here the bible very, very clearly states that in the book of Genesis It was god and not Jesus that said Let there be light.
Gen:1:3: And God said, Let there be light: and there was light.
The phrase is actually, "So let it be written. So let it be done." This is said by King Rameses to Baka in the 1956 movie The Ten Commandments.

In the Bible, when God said, "Let us make man in our image," he was speaking to the other divine beings in the Trinity - Father, Son, and Holy Spirit.
Romans did not write the Bible and therefore had no say in what was said about them or what they were reported as having said. The Romans had no opportunity to lie in the Bible, but the Christian authors did have that opportunity.
