I can't remember that phrase in The Bible, but rather the fullness of the world belongs to God, as the Psalmist says in Psalm 50.12 -

"If I were hungry, I would not tell thee: for the world [is] mine, and the fulness thereof."

There is a similar phrase in the first chapter of the gospel of John -

16. And of his fulness have all we received, and grace for grace.

Although this phrase refers to Jesus; Jesus is the image of God.
