The belief that no one saw a rainbow before Noah is speculation, not a definite Biblical teaching. It may be that rainbows were seen since Adam's time, but their deeper meaning was revealed only in Noah's time. The same goes for the "appointed times" in Genesis chapter 1, whose definition was not revealed until the time of Moses (Leviticus ch.23).
