The black wither skull is the normal wither skull, however the blue wither skull is much more devastating to the terrain around it. The black wither is much faster, meanwhile the blue wither skull is slower. Building a shelter against a blue wither skull will not work, as it can break through obsidian. Unlike regular skeletons the wither skeleton carries a sword and when hit by a Wither Skeleton you will be come infected by the wither effect.

It's a little inconsistent, isn't it? People talk about how rapidly Romeo and Juliet's relationship develops, but look at Capulet: On Sunday, he says, "Let two more summers wither in their pride ere we can think her ripe to be a bride." and "my will to her consent is but a part." but on Tuesday he says "An you be mine, I'll give you to my friend; an you be not, hang, beg, starve, die in the streets". He totally changes his attitude.
