There are a lot of good sites for Roller blades. One that I prefer is Rollerwarehouse.com they have a lot to choose from in many different sizes. They also have many other things besides roller blades.
Hockey "skates" need to have steel blades for ice hockey or urethane [plastic] wheels for roller hockey. The boot part of the skate should have good support for the ankle and be made sturdy enough to protect the foot from the impact of pucks and hockey sticks.
There are a lot of stores that carry good quality pairs of roller blades like Target, Wal-Mart, Dicks Sporting Goods and Toys R Us. You can even find some good ones online, on websites like eBay and you can see what you will get before you even purchase.
I think a good store that sells tree pruner saw blades are probably either Lowe's or Home Depot. They usually have the best selection available out of everybody.
Not necessarily, though you may have a bit of an advantage in learning over someone who's never skated at all. One of the big issues is the same as that between roller skating and roller blading: skates automatically remain vertical; blades want to tip over to the side.
Do not buy a skateboard from Walmart. They are very poor quaility, and if you are good at skating the board will break the first day you use it.

Ikea sells office desks within the price range of $100-$200. In general, their desks are made fairly sturdy and are of good quality. For example: http://www.ikea.com/us/en/catalog/products/S49836975

rock is good because rock is strong and sturdy and it doesnt rust.
There are nice blades reasonable at most sports stores. The better choice for a child is the type where all the wheels are the same size. If your child is just learning, an inexpensive set is very reasonable and will not waste money. As we moms know, a must have toy will be tomorrow's charity donation. One note of caution, buy a set that fits the child's feet right now. Until s/he learns, the rigid boot needs to fit. Put a pair of heavily padded socks on your child and fit the skates over the socks. This is another reason to buy inexpensive first blades. Another good investment is a book on blade maintenance. Because roller blades are different than skates, a manual on how to deal with them is wise.
While 'good' is a matter of opinion, they are sturdy and dependable sticks which are good for beginners.
it depends if it caused by the motor or just the blades. The blades and your windscreen might need a good clean - gently wipe the blades with a soft cloth.
