This is a debate between Sunnis, Shiites, and Kharijites. (The Kharijites are an extinct Islamic Sect.)
Sunni View: Abu Bakr and he was. All four of the Rightly-Guided Caliphs (Abu Bakr, 'Omar, 'Othman, and 'Ali) had the right and the will to be Muhammad's political successors.
Shiite View: Only 'Ali had the right to be Caliph since Muhammad appointed him. The others were improper usurpers.
Kharijite View: Abu Bakr, 'Omar, and 'Othman deferred to God in his infinite wisdom. Since 'Ali agreed to arbitrate and thus prevent God from properly judging whether he or Muawiya would triumph in the Islamic Civil War, he no longer is a legitimate ruler. Only a person who completely defers to God is an acceptable successor. (Kharijites would eventually assassinate 'Ali.)
