The Umma or the People. According to the Sunnis he was to be chosen democraticly as per the Prophet Muhammeds orders. According to Shiite belief it should be according to blood relation with the Prophet. This is still one of the main reasons for the division between the two sects.

Muhammad had no blood-successor, as he had no son and, the fact that Islam did not endorse monarchy. However, following his departure from this world, Abu Bakr was chosen to lead the Muslims.

The first successor to prophet Muhammad (PBUH) in ruling Muslims was the Caliph Abou Bakr, then Omar, then Othman, then Aly Ibn Abou Taleb, the started the Omayyad dynasty followed by the Abbasid dynasty, etc.
