Germany did not start WWI;Serbia and Austro-Hungary did. Assassins from the Black Hand group in Serbia killed Austrian Archduke Ferdinand and his wife. The Serbian govt knew about the group and their activities and did nothing to stop them. Austria sent an ultimatum to the Serbian govt to denounce the assassins and what they had done. Serbia didn’t. The first shots were fired by Austria-Hungary at Serbia.
