Officially, 46 BC with the advent of the Julian Calendar. In practice, not until 45 BC when Caesar's calendar was adopted.

The Gregorian calendar corrected an error in the Julian calendar, reducing the number of leap years in 4 centuries from 100 to 97. Years that end with double zeroes (such as 1800 and 1900), not being evenly divisible by 4 are not leap years.

Leap years were first introduced to the Julian calendar (the precursor to the Gregorian calendar, the calendar most used today) in 45 BC by Julius Caesar. Caesar's configuration though was to have a leap year during every year that was evenly divisible by four, thus causing much too many leap years. This was remedied in 1582 with the introduction of leap year as we know it today.
