Many small towns and cities started recycling programs in the early 1980s (with the blue recycling bins). But they had not established recycling centers to deal with what garbage men collected from the bins. And cities did not have money to truck/ship the recycled trash to a recycling center. So most of these beginning programs died. Then, cities tried again, with citizens who wanted to recycle paying a small fee for the bin. But again, it failed. Now, most small cities/towns do NOT have curb service recycling. A city may have a drop off point, say at the City Hall, but citizens must transport it all there. No one has figured out how to make recycling pay for itself, and pay in every town.
You may need a tax designated for it. You could try contacting the sanitations service first and ask how you could help them impliment recycling too.

I think recycling started at the begining of the transition from animal to human. Human started to recycle the different earth ore for create production. I Steel Iron Coal Oil and others to gain wealth, power, predominance, and greed from a scientific origin.
Recycling has been going on since before history was written. Since the time that, upon finishing a piece or an oyster, someone looked at the bone or shell in their hand and thought of another use for this thing. Their name is human.

Some people say that recycling was utilized more 50 years ago than today, even before they CALLED it recycling, simply because we didn't throw so much away. The big recycling boom started in the 1970's.
