It turns out that they weren't going after Edison's device at all but Tesla's device. Tesla's device powers the ferris wheel, but the theif doesn't want anything incredible like the wheel at the fair so they take his device. SHE wants the Eiffel Tower to be greater. The theif is obviously the Female French Reporter.
When you get to the fair on Mystery Train Island, you have to find the girl from Paris. The one who stole the invention. She will say help to the guards and you have to stay on top of the buildings to stay out of reach. When you do that and get to the next part, do the same thing, except with statues. Then you have to climb the wheel and capture her. I assumed you were talking about Poptropica. If you were not, sorry.
Although it does not help at all to know: the French newspaper reporter, Mademoiselle Moreau, frames Tesla for the theft of Edison's camera, as a ruse to steal a more important device, which is a transformer to be used for the Ferris Wheel at the fair. You still have to follow the clues through all the steps.
