Matthew's Gospel: An angel came down and sat on the stone, and told the women that Jesus had risen.

Mark's Gospel: A young man inside the tomb told the women that Jesus had risen.

Luke's Gospel: Two men inside the tomb, presumably angels, told the women that Jesus had risen.

John's Gospel: No one told the women that Jesus was risen. Mary Magdalene went to the tomb alone, but when she saw that the stone had been moved, she ran back and told the disciples, apparently without looking inside. After Peter and the 'disciple whom Jesus loved' had visited the tomb and found it empty, Mary saw Jesus himself.

Not exactly. Mary Magdalene (and other women who were preparing oil for the buriel) were the first people at Jesus' tomb early the next morning, but they found the stone rolled away from the entrance and the grave empty. Mary, on her own, ran back and found Peter and John and told them about what she found.(John 20:1-18) They ran to the grave and found it as she said. Later, after Peter and John left, Mary, alone, remained behind crying by the grave. Soon, she saw two angels, and then Jesus (who she mistook for a gardener). When she realized who he was, then HE told her to go to "the disciples"( in this case, ALL the Apostles, not just Peter) and tell them these words: "‘I am ascending to my Father and your Father, to my God and your God."

Mary Magdalene went to the disciples with the news: “I have seen the Lord!” And she told them that he had said these things to her.

(John 20:17+18)

Is it true that the women looked inside the tomb and Jesus was not inside?

Yes, Mary Magdalene and others, as well as the apostles, Peter, John. They looked inside and saw an angel which told them, "He is not here. He is risen as he said." Mary Magdalene came back after the others had left. She was weeping because someone had taken Jesus away. A man stood before her and said "Why weepest thou?" She thought he was a gardner and asked where they had laid her Saviour. He said, "Mary". As soon as he said that, she knew it was Jesus who was talking with her. He had indeed risen from the dead just as He said.
