It depends on your point of view if he was good or bad but I can tell what he did during his government. Montezuma basically tried to separate the nobility (pipiltin) from the commoners (macehuales), he wanted more power so he boosted his own status. He replaced the officials appointed by his predecessor for his own followers Montezuma always supported the nobility, over the commoners who weren't favored during his rule, for example he eliminated the right of the macehuales to wear special clothing if they proved themselves in battle.
He tried to appease the Spaniards and was viewed as weak and petulant by his own people who stoned him to death. Little did they know that appeasement was probably the best way to retain any Aztec culture (instead of having their ideology completely crushed by the Spaniards).
He was part of a plot to overthrow the government. He was tried for high treason in 1924 and sentenced to 5 years on prison. There he and Hess wrote Mein Kampf.
