Many of the delegates at the Philadelphia Convention argued for a stronger national government, as one of the weakness of the Articles of Confederation was that it created a weak national government. The Constitutional Convention was held in 1787.

Congress called for the Philadelphia Convention in 1787 to address the weaknesses of the Articles of Confederation, which had created a weak central government unable to effectively manage issues such as interstate commerce, taxation, and national defense.
