At the beginning, she is in the Pumpkin Patch with Linus (far right). Then she meets you at the house when you deliver the pumpkin. Later, after Linus mails his letter, she is in Charlie Brown's back yard with the football. After she tricks him, pick up the football and use it to knock the goggles down onto Snoopy at his doghouse, beginning his adventure. Lucy is at the party when you arrive there.

Charlie Brown is originally outside Linus and Lucy's house, and Lucy is inside. When you complete the pumpkin patch sequence, Charlie brown is with Snoopy in his backyard (left). When you finish collecting the leaves, and Linus jumps in them, follow him to mail his letter. After he does (with a delay to recover his blanket), Lucy and Charlie Brown are playing with the football in the yard.
After Linus mails his letter, go left to where Lucy and Charlie Brown have the football.
