Athena does not appear in The Odyssey in physical form as Penelope, the wife of Odysseus. While Athena does intervene to protect and guide Odysseus, she does not directly appear as Penelope in the first four books of the epic.

Athena pretended to be the character Mentes, an old family friend of Odysseus, when she first met Telemachus in Homer's "The Odyssey." When Odysseus first arrives at his hall after his long journey, he is disguised as a beggar. Athena, the goddess who assists him, cloaks him in this guise to shield him from recognition and protect him as he assesses the situation with the suitors vying for his wife, Penelope. This disguise allows him to plan his revenge against the intruders without revealing his true identity.
At first, Odysseus is disguised as an old beggar by Athena. When his disguise is lifted, Telemachus believes he is a God and then after some persuasion believes that Odysseus really is his father.
He's really hospitable to Mentes (Athena) when she visits him in the first book. he welcomes her and feeds her, then offers her a place to stay and a gift to for her journey.
We don't know what the whole book of "The Mark of Athena" by Rick Riordan will be about, but he did release the first chapter online. We know it will continue the adventures of Percy Jackson and the other people of Camp Half-Blood.
