It was written for everyone. If core Christianity is the Gospels than it was written for sinner's mostly. There are too many passages to list here but Jesus often spoke about being the "sinners" Savior. But he also wrote specifically about who would inherit The Kingdom of Heaven, and The Earth in the Beatitudes in Matthew Chapter 5.
